We salute the recommendation issued by the National Human Rights Commission (CNDH) on internal forced displacement

Chihuahua, Chih., May 3rd, 2022. Yesterday, the Consultoría Técnica Comunitaria A.C. (CONTEC) and the Centro de Derechos Humanos de las Mujeres (Women Human Rights Center, CEDEHM), were notified by the V Office of the Inspector General of CNDH, of recommendation 96/2022 issued in favor of groups of family members who have been subjected to internal forced displacement in the community of “El Manzano” in the municipality of Uruachi, as well as the community of “Monterde” in the municipality of Guazapares, Chihuahua.

The CNDH documents the human rights violations suffered by these groups as they relate to free movement, housing, health, property, access to truth and justice, as well as the associated impacts. Internal forced displacement is also recognized as a consequence of the insecurity and violence the state of Chihuahua has been subjected to for several decades. Errors of omission by the authorities in charge before, during and after the facts are addressed.

We receive this recommendation as a comfort for the victims. It is an important precedent in bringing visibility to this issue in the state and in the country; it reclaims the dignity of people who have been subjected to internal forced displacement; it makes evident the attitude of the authorities before this phenomenon; it helps build a path of hope so that people can be fully restored and can reestablish themselves with dignity in this city of Chihuahua; and, it is an invitation to authorities to make the changes needed to identify the magnitude of the phenomenon and address it.

We urge that the recommendation be accepted and heeded by the responsible authorities, so that we can move forward together in dealing with displacement in Chihuahua.
